Length of film: The film should be between 5 to 20 minutes, including titles and credits. As much as we'd like you to express your creativity with as much time as you want, we can only screen so many films, and we want to give as many people as we can the chance to screen their films.
Container Format: .mov, .mp3 or .m4a
Aspect Ratio: 16:9 (16:9 letterbox or pillar box if film is in another native aspect ratio)
Resolution: 1920 x 1080 PROGRESSIVE
Frame Rate: 24 or 25 FPS only
Audio: Stereo Channels, AAC codec, 48kHz sample rate
Subtitles: Both English and non-English films should be subtitled in order to cater to a wider audience. Please do not submit an unsubtitled film with the intention of submitting a subtitled version at a later date as it will not be accepted. However, if your project is mostly in English and you wish to intentionally leave out subtitles for any non-English dialogue as an artistic choice, you do not need to provide subtitles for those particular sections.
Filmmaker's profile: Frameworks aims to serve as a platform for local filmmakers in the making. As such, we can only accept films made by Singapore Citizens and Permanent Residents. In addition, we will only be accepting submissions from youths between the ages of 13 - 28 years.
Copyright and trademark: From a legal standpoint, you must clear all trademarked and/or copyrighted materials included in your project before you can exhibit it publicly. We will not be held responsible for any inclusion of uncleared trademarked or copyrighted materials in your film. It is the sole responsibility of the individual submitting the project to secure permission from the trademark or copyright holders of the material in question, be it music, stock footage, or any other elements that could violate an existing trademark or copyright. Quite often, rights holders offer reduced rates for independently-produced projects, so you should contact them directly to avoid any potential rights infringements.
Ratings: As much as we'd like to allow filmmakers to express their creativity and art through individualised or personalised means there are still a set of guidelines to follow in order to reach a wider audience and age group. We aim to keep the films screened during the festival under the PG 13 age classification (the requirements of which can be accessed here). According to the Info-communications Media Development Authority (IMDA), "themes should generally have a low sense of threat or menace, and be justifiable by context" and "dark themes such as horror or child abuse should be treated with discretion." Films that do not adhere to the ratings will not be considered for this competition.
Types of films accepted: Life action, animation and documentary films are all permitted for submission, but documentaries may be subject to closer examination under a different rating system due to differences in styles and requirements.
IMPORTANT NOTE: The submission of your film allows Frameworks to use screenshots and stills from your film for publicity and informative purposes. Furthermore, the Applicant acknowledges and accepts that their name, school name and film may be used and disclosed by the Organiser for purposes in connection with the promotion, marketing, publicity and obtaining sponsorships.
